EXPERIENCE
1- Chief Executive Officer
and General Manager, the Islamic Corporation for development
of the Private Sector (ICD), Nov. 2001- Present. ICD is an international organization
whose Articles of Association are ratified by 43 countries.
It is the private sector arm of the Islamic Bank Group.
It aims to promote and finance private sector projects in
member countries. The Corporation was established in 1999
with an authorized capital of US$ 1000 million and paid
in capital of $ 500 million. Although it has a small staff
and a simple administrative structure, it draws on the extensive
administrative resources and experience of the Islamic Development
Bank. Today, the membership of ICD has reached 35 countries
in four continents. This wide geographical coverage and
the nascent stage of the private sector in some of these
countries makes the mission of the Corporation particularly
difficult. In order to mitigate these difficulties the Corporation
relies on a wide network of regional investment houses and
collaboration with similar international institutions.ICD
has collaboration with a number of these leading international
organizations such as tho Opec Fund, IFC and the Arab Fund
for soial and Econamic Development. Also, ICD benefits and
encourages transfer of business experiences from the more
successful members, e.g. Egypt, Malaysia, Saudi Arabia and
Turkey to the less developed ones.
2- Senior Undersecretary,
Ministry of International Cooperation, Cairo, Egypt; September
1996- November 2001. I oversaw all economic, investment
and technical cooperation with Arab and African countries.
I was directly responsible for identifying development projects
suitable for foreign financial assistance and negotiating
loan agreements with Arab aid agencies (the Arab fund, Kuwait
Fund, OPEC Fund, Saudi Fund�). I also chaired the preparatory
committees for Joint High Commissions with Jordan, Lebanon,
Libya, Syria, Tunisia, and Yemen. I represented Egypt on
the Board of Governors of Banque Arabe de Development Economique
en Afrique (BADEA), and the Arab Economic Unity Council.
As
the most senior First Undersecretary, I also chaired the
Ministry-wide "Personal and Promotion Committee"
and the "Training and Missions Committee".
